The proposals emerged during the Russian-Thai Investment Forum 2026, held in Bangkok from October 30 to 31, where executives, technology developers, and industry representatives examined opportunities for deeper commercial integration. As this Thailand AI News report explores, discussions centered on combining Russia’s software engineering capabilities with Thailand’s established business networks, expanding digital economy, and strategic access to neighboring markets. However, participants also acknowledged that regulatory barriers, financing arrangements, cybersecurity requirements, and shortages of skilled technology professionals could complicate implementation.

Russian and Thai Firms Explore Shared Digital Ecosystems

One of the forum’s most significant technology discussions took place during the session titled “Platform Economy: Digital Ecosystems & IT Solutions for Business,” held at the Royal Orchid Sheraton Riverside Hotel Bangkok on October 31st.

Participants examined how companies from both countries could connect existing digital platforms, develop business-to-business services, and establish direct commercial relationships between software providers and corporate customers.

Alexey Novikov, head of international business at Russian software developer 1C LLC, discussed the company’s enterprise software portfolio and the importance of local partnerships when introducing technology into overseas markets.

The approach could allow Russian developers to adapt enterprise applications to Thailand’s commercial environment while giving Thai businesses access to additional software capabilities.

Thai participants included Sirirat Chotivechkarn, managing director of Network Advisory Team Ltd; Bhisidh Nadee, head of partnerships and ecosystem growth at True Corporation; and Kulthirath Pakawachkrilers, CEO and co-founder of TeC e-Business Center.

Their involvement reflected growing interest in connecting telecommunications, enterprise software, e-commerce, and business advisory services through integrated technology platforms.

Nikolay Shiryaev, Southeast Asia business development and sales director at VisionLabs, and Eduard Adamyan, shareholder of Element Group Holdings, also participated.

The broader objective involves developing commercially viable digital products that can serve Thai businesses before potentially expanding into other Southeast Asian economies.

Specialized AI Emerges as a Promising Collaboration Area

Artificial intelligence attracted particular attention as Russian developers presented examples of specialized applications designed to address problems that general-purpose AI systems may struggle to handle.

Evgeny Sobolev, co-founder of Scanderm Biotech Studio, described the company’s AI-assisted skin analysis technology, which evaluates approximately 35 visual parameters and incorporates medical expertise.

Sobolev highlighted the limitations of general-purpose AI models when analyzing uncommon skin conditions, suggesting that specialized systems developed alongside medical professionals could provide more targeted assessments.

The presentation demonstrated how domain-specific AI applications might become components of larger digital service ecosystems.

For Thailand, potential opportunities include partnerships connecting AI developers with healthcare technology companies, specialized service providers, and businesses capable of adapting products to local customer requirements.

Nevertheless, deploying AI in health-related settings would require careful attention to clinical validation, personal data protection, and applicable medical technology regulations.

The discussion highlighted an important distinction between demonstrating an AI capability and successfully commercializing a dependable, regulated product.

Digital Traceability Technology Could Transform Manufacturing

Another notable proposal involved digital product identification and traceability systems capable of connecting manufacturers, regulators, distributors, and consumers.

Pavel Bulgakov, founder of Callisto Vision, described track-and-trace technology that associates physical products with digital information throughout production and distribution.

According to Bulgakov, the company’s technology has already been deployed across more than 200 high-speed production lines in Russia, Uzbekistan, Kazakhstan, and Saudi Arabia.

Such systems can improve product identification, support regulatory oversight, and provide businesses with greater visibility into supply chains.

Bulgakov emphasized that cooperation with Thailand could extend beyond exporting equipment. His company is interested in technology transfer and partnerships that could establish local machinery production.

For Thai manufacturers, this could create opportunities to acquire technical capabilities while developing domestic expertise in industrial automation and digital identification.

However, nationwide traceability systems often depend on government policy, standardized identification requirements, and coordination between regulators and participating industries.

Any implementation would therefore require more than agreements between individual technology suppliers.

Major Business Agreement Strengthens Technology Ambitions

The technology discussions followed a broader initiative announced during the forum’s opening day on October 30.

Business Russia and the Federation of Thai Industries signed a memorandum of understanding intended to connect enterprises and encourage cooperation involving joint ventures, local production, and technology partnerships.

Alexey Repik, chairman of Business Russia, argued that identifying buyers and suppliers should represent only the beginning of sustained commercial relationships.

He emphasized the importance of suitable local partners, regulatory compliance, reliable payments, intellectual property protection, and long-term operational commitments.

Pimjai Leeissaranukul, chairwoman of the Federation of Thai Industries and the Thai-Russian Business Council, indicated that Thai manufacturers were interested in sharing technical knowledge, production facilities, and supply chains.

Although the agreement covers multiple industries, its emphasis on collaborative development could provide an institutional foundation for future AI and digital technology projects.

Importantly, the memorandum establishes a framework for cooperation rather than confirming specific investments or completed technology deployments.

Thailand’s Industrial AI Demand Creates New Opportunities

Thailand’s manufacturing sector could become a particularly important market for Russian digital technology providers.

Nakah Thawichawatt, vice president of the Federation of Thai Industries’ Institute of Digital for Industry, highlighted the country’s movement toward industrial robotics and greater digital economic activity.

Representing an industrial organization encompassing approximately 17,000 manufacturers, Nakah identified demand for practical AI applications, industrial cybersecurity, data protection compliance, and data centers.

These priorities suggest opportunities for software developers offering automation systems, intelligent manufacturing tools, secure enterprise platforms, and industry-specific AI applications.

However, Nakah warned that energy shortages are delaying some data center developments, while insufficient numbers of qualified technology workers continue to constrain digital transformation.

These challenges are especially relevant because advanced AI systems require dependable computing infrastructure, technical maintenance, and skilled personnel capable of integrating applications with existing business processes.

Russian technology transfers could help address selected capability gaps, but successful implementation would still depend on Thailand’s infrastructure readiness and workforce development.

Payments, Regulations, and Skills Remain Major Obstacles

Despite enthusiasm for collaboration, business leaders identified several obstacles that could prevent promising technology proposals from becoming operational projects.

Ivan Demchenko, chairman of the Russian-Thai Business Council, called for improvements in direct payment mechanisms, product certification, and foreign ownership arrangements.

He contrasted bilateral trade of approximately $2 billion with Russia’s substantially larger commercial relationship with Vietnam, arguing that better financial infrastructure could unlock additional business activity.

Petr Zaselsky, chairman of ROSEXIMBANK’s management board, outlined financing options and cross-border settlement services, including Thai baht transactions through the bank’s Planet platform.

For technology partnerships, dependable payment arrangements are particularly important because software licensing, technical support, equipment procurement, and ongoing development often involve recurring international transactions.

Meanwhile, workforce development emerged as another essential requirement.

M.L. Luesak Chakrabandhu, director of the Digital Council of Thailand, and Dr. Jakkanit Kananurak of the Digital Economy Promotion Agency participated in discussions addressing the capabilities needed to support increasingly sophisticated digital systems.

Potential initiatives include technical training, knowledge exchange, software customization, and cooperation between Russian and Thai IT professionals.

Smaller businesses could also benefit if digital ecosystems provide affordable access to advanced technologies without requiring substantial internal development resources.

Southeast Asia Could Become the Bigger Prize

The commercial ambitions discussed in Bangkok extend beyond the Russian and Thai domestic markets.

Russian Trade Representative Yuri Lyzhin emphasized Thailand’s potential as a production and export base, highlighting opportunities for locally manufactured products to reach additional international markets.

For digital technology companies, a comparable strategy could involve developing software jointly in Thailand, adapting it to regional requirements, and commercializing solutions through established Southeast Asian business networks.

Such arrangements could allow Russian developers to contribute technical expertise while Thai partners provide implementation capabilities, customer relationships, and knowledge of regional operating conditions.

Yet regional expansion would introduce additional complexities involving data governance, software interoperability, intellectual property rights, and country-specific regulations.

The forum nevertheless demonstrated growing interest in replacing isolated technology transactions with longer-term commercial ecosystems.

A New Chapter for Thailand’s Digital Economy

The Russian-Thai Investment Forum has outlined a potentially significant direction for bilateral technology cooperation, particularly in specialized AI, enterprise software, industrial automation, and digital infrastructure. Whether these ambitions produce lasting economic benefits will depend on converting preliminary discussions into funded projects, establishing trusted partnerships, strengthening technical skills, and delivering solutions that genuinely meet business needs across Southeast Asia.
