Cloudflare is making an ambitious move into the rapidly expanding world of AI agents with the launch of Kitesurf, a cloud-hosted browser built specifically for artificial intelligence rather than human users. The new technology could offer developers a more efficient way to create AI agents capable of navigating websites, extracting information and completing online tasks without relying on a conventional browser.

The arrival of Kitesurf comes as artificial intelligence moves beyond chatbots that simply generate answers and towards agents capable of taking action on a user’s behalf. These systems need reliable ways to interact with websites much like people do, from navigating pages and gathering information to completing forms. At the heart of this shift, this AI News report examines why Cloudflare believes the browser itself must be redesigned when the user is an AI agent rather than a person.

Kitesurf Isn’t Trying to Replace Chrome

Despite Cloudflare entering browser technology, Kitesurf is not being positioned as another consumer alternative to Google Chrome, Firefox, Safari or Microsoft Edge.

Traditional browsers are designed around human behavior. Tabs, themes, extensions, bookmarks and graphical interfaces all make browsing easier for people, but many of these features become unnecessary when software is controlling the browser.

Cloudflare argues that AI-focused browsers have an entirely different set of priorities. They need to manage context windows, computing resources, token consumption, performance and scalability — particularly when developers are operating large numbers of AI agents simultaneously.

The security landscape is also different. An autonomous agent navigating the open internet could encounter malicious instructions or prompt-injection attacks designed to manipulate its behavior. That means browsers serving AI systems may eventually require security mechanisms that go considerably beyond those found in conventional browser environments.

AI Agents Could Browse Without Building from Scratch

Cloudflare wants Kitesurf to remove a significant technical obstacle for AI developers.

Instead of creating their own browser infrastructure, developers could use Kitesurf to give AI applications the ability to navigate websites, interact with online content, fill out forms and perform other browser-based operations.

This becomes increasingly important as AI agents evolve from experimental assistants into software expected to carry out real-world digital tasks.

A travel agent powered by AI, for example, might need to visit several websites, compare information and interact with booking interfaces. A business agent might gather data from multiple web applications and enter information into another service.

Each scenario requires something more sophisticated than simply generating text. The AI needs an effective way to operate across the web.

Cloudflare Says It Built Kitesurf in 12 Weeks

Perhaps one of the most eye-catching claims surrounding Kitesurf is how quickly it was developed.

Cloudflare says it decided to build the browser only 12 weeks before its introduction. The system runs entirely on Workers, Cloudflare’s serverless computing platform.

During its beta phase, Kitesurf is available free through Browser Run, which allows developers to programmatically control and interact with headless browser instances running across Cloudflare’s network.

Cloudflare is also promoting efficiency as a major advantage over existing browser technology.

The company says Kitesurf uses significantly less CPU and memory than Chromium when performing common AI-agent tasks such as taking screenshots and extracting HTML.

Lower resource requirements could become particularly important as agentic AI scales. Operating a handful of automated browser sessions may be relatively straightforward, but running thousands or millions of sessions could make computing efficiency a major financial consideration.

Kitesurf Combines Several Browser Technologies

Cloudflare has assembled Kitesurf using a combination of established and emerging technologies rather than developing every component independently.

The browser incorporates the modular rendering engine from Blitz, Firefox’s Stylo CSS parser and Boa JS, a Rust-based ECMAScript engine. Other elements of the system operate within Cloudflare Workers.

The company also credited Obscura, an open-source Rust headless browser engine, with inspiring the project. Cloudflare said its initial proof of concept involved porting Obscura to Workers before developing Kitesurf further.

The approach highlights another interesting characteristic of the emerging AI infrastructure market: companies are increasingly combining specialized open-source technologies with their own cloud platforms to accelerate development.

More Than 215,000 Web Tests Already Passed

Although Kitesurf remains a young project, Cloudflare says the browser already passes more than 215,000 web platform tests.

Hundreds of additional tests are reportedly being passed each week as development continues.

Cloudflare says Kitesurf can correctly render TodoMVC, a popular benchmark application used to compare JavaScript frameworks. The browser can also handle websites including Wikipedia, Hacker News and the Cloudflare Blog, alongside significant portions of Cloudflare’s dashboard.

Real-world compatibility will be crucial because modern websites can be extraordinarily complex. AI agents may encounter dynamic interfaces, JavaScript-heavy applications, authentication systems and constantly changing page structures.

For developers, a browser designed for agents will therefore need to combine speed and low operating costs with enough compatibility to function reliably across the wider web.

The Browser Battle Could Look Very Different

Kitesurf represents a broader change taking place across artificial intelligence and the internet.

For decades, browsers have primarily been designed as interfaces between people and websites. AI agents introduce a fundamentally different type of internet user — software capable of navigating, reading and potentially interacting with websites independently.

If autonomous agents become widely adopted, browsers may increasingly operate invisibly in the background. Users could simply tell an AI what they want accomplished while the agent handles the browsing required to complete the task.

That transition could have consequences for website operators as well. Sites may eventually need to distinguish between conventional automated traffic, search crawlers, human visitors and legitimate AI agents acting on behalf of individual users.

Cloudflare’s extensive internet infrastructure gives the company an unusual position from which to explore this emerging market.

Kitesurf remains in beta, and its long-term impact will ultimately depend on developer adoption, security, compatibility and whether agentic AI develops as quickly as the technology industry currently expects. Yet the project points towards a future in which browsers are no longer designed exclusively around human eyes and hands. If AI agents increasingly perform everyday online tasks for users, technologies such as Kitesurf could become part of the invisible infrastructure powering that transformation — and potentially reshape how software interacts with the web itself.
