South Korea is taking bold steps to reduce its reliance on foreign artificial intelligence technologies. The government recently pledged ₩530 billion (about $390 million) to fund five local companies developing sovereign large language models. The Ministry of Science and ICT has selected LG AI Research, SK Telecom, Naver Cloud, NC AI, and the startup Upstage to compete in this ambitious drive. Every six months, their progress will be reviewed, with underperformers cut and top contenders receiving continued backing until only two remain. This survival-of-the-fittest strategy ensures only the strongest projects advance toward becoming the backbone of Korea’s sovereign AI.

LG AI Research and Exaone 4.0

LG AI Research brings Exaone 4.0, a hybrid reasoning model that blends advanced processing with domain-specific intelligence. Instead of simply scaling up, LG focuses on refining data quality and industry-specific insights. By leveraging real-world data in sectors such as biotech and advanced materials, the company aims to create AI that delivers practical, high-value outcomes. Efficiency is the key strategy, with LG prioritizing chip optimization over massive GPU expansion.

SK Telecom and its A.X platform

Telecom giant SK Telecom is banking on its versatile platform A.X, derived from Alibaba’s Qwen open-source model. With both 72-billion-parameter and lightweight 7B versions, A.X 4.0 processes Korean language inputs up to 33% more efficiently than GPT-4o. The model supports SK’s personal AI service, already used by over 10 million subscribers for tasks like call summaries and automated notes. SK leverages its telecom infrastructure, data networks, and partnerships with AWS and Korean AI chipmakers to integrate AI into daily life across mobility, customer service, and manufacturing.

Naver Cloud, Upstage, and NC AI

Naver Cloud is focusing on building models optimized for integration into its vast digital ecosystem, which spans search engines, commerce, and entertainment. Meanwhile, Upstage, a rising startup, is leveraging its Solar Pro2 model that performs strongly in benchmarks and emphasizes user-friendly AI applications. NC AI, though quieter in its public communications, represents South Korea’s gaming-driven innovation and could contribute unique perspectives in AI design.
